Strategic Learning Information
Girl Scouts of the Missouri Heartland is currently engaged in a Strategic Learning process that will set the direction for the council for the next three years. Strategic Learning is a process that was developed by Willie Pietersen, Columbia University Business School, and adopted by Girl Scouts of the USA several years ago. The key to Strategic Learning is to help build adaptive organizations ready to meet the challenges facing them and prepared to achieve their mission.
The Council Strategy Team, comprised of operational volunteers, board members, community volunteers and council staff members began their work in September 2010. They did intensive research to discover the "brutal truths" facing Girl Scouts of the Missouri Heartland and began to develop the strategy that will help the council move forward in achieving the Girl Scout mission. The work of the team was approved by the council board of directors in January 2011.
This work was introduced to the council membership at the Annual Meeting on March 26. The PowerPoint, viewable below, includes all of the elements developed thus far and highlights the areas the council will focus on over the next three years. Volunteers had an opportunity to give input into the process at the Annual Meeting. And that opportunity is on-going. Gap Teams are working to develop strategies to "close the gaps" we have identified. They are eager to have more input from the volunteers. - National Council Session Proposal Results:
Three national proposals were brought to a vote at the 52nd National Convention held in Houston, TX in early November. Each proposal was discussed at length followed by a call for a vote. National council delegates representing every Girl Scout Council in the US were in attendance with a total of 1,296 voting delegates on Friday and 1,314 on Saturday. The results are as follows:
Proposal 1: Authorization for Annual Council Service Fee for Girl Members
Prior to the discussion and call for vote, an amendment was proposed to call it a service fee instead of general program fee. This verbiage amendment passed: 1041 in favor and 418 against. After much discussion the actual proposal passed: 837 in favor and 418 against.
The key discussion item for this proposal included each councils ability to set the fee according to their area needs and economic conditions. Councils do not have to include this fee. It is optional, but if a fee is considered, it cannot exceed the national dues amount.
Proposal 2: Constitutional Amendment: Timing for the Election of National Council Delegates in Councils
This proposal failed: 605 in favor and 656 against.
Proposal 3: Annual Membership
The actual proposal was not voted upon at this convention. After much discussion, the motion voted upon was to refer this proposal to a Girl Scouts of the USA appointed task group to study the dues structure and membership process. The motion to appoint a task group passed: 814 in favor and 428 against.

National delegates are a voice for local Girl Scouts and represent the council at the National Council Session, the next of which is scheduled for November 10-13, 2011.
